“I’m a very strong supporter of Frank Kratovil. I’ve known him since he was a kid. He’s an extraordinarily able young man,” said Hoyer in an interview with PolitickerMD.com.
“I think he’s a moderate who wants to solve problems and that’s what the Eastern Shore has been electing,” Hoyer said. “I don’t think his opponent falls in that category and I think that Frank Kratovil is gonna win this race.”
The U.S. House majority leader continued: “They wanna see a change and Frank Kratovil represents change so I think he’s gonna win.”
Hoyer said that as Majority Leader, he felt Kratovil “will organize as a Democrat, but his first responsibility is going to be to the voters of the 1st Congressional District.”
When asked if Kratovil would line up with Democrats in Congress, Hoyer said, “I think Frank Kratovil will be lined up with the 1st Congressional District of Maryland.”
Frank Kratovil and state Sen. Andy Harris (R-Cockeysville) are currently running a heated race for the MD-1 seat. The district trends Republican, but the Democratic Congressional Campaign Committee has seen an opportunity to pick up the seat and has added Kratovil to its Red-to-Blue program.
MD-1 includes 12 of the 24 counties in the state, which encompasses all of the Eastern Shore and portions of Harford and Baltimore counties.

The fact is that Harris has a short and long term action plan for energy prices. Short term - give people more money in their pockets and keep the economy on its feet this summer by suspending the gas tax until Labor Day. Long term - update our aging energy policy by including nuclear, hydrogen, wind, natural gas and the possibility of drilling inside ANWR. That is a plan that will lower prices at the pump, and help with national security. What do Kratovil and his liberal "connections" (Hoyer, Pelosi, O'Malley) in DC plan? Raise the gas tax. Sure fire way to cripple the economy. Good luck with that sale in the district. You liberal carpetbaggers like to come inside the district and tell us what you think we should do about the the economy and the environment. I say its back to PG County with you and your ilk.

And btw, JL, I didn't miss anything you wrote - though apparently you missed some of what I wrote. most certainly did ask you, if you thought that the taxes were at the right level, why you thought so (the two questions weren't juxtaposed - one was at the top of the post, the other was in the last paragraph).
While I have no problem with your criticizing of Dr. Harris' plan (though I think your critique is fundamentally flawed), I find it a bit disturbing that you're willing to essentially give Frank Kratovil a pass. He has NO PLAN. Energy, along with health care and the war, is one of the most important issues - if not the overriding issue this election cycle. "I guess it will come up at some point," is perhaps, the lamest answer I have read in some time.

And by the way, in 1959 President Eisenhower (Republican) doubled the gas tax from 2 cents to 4 cents per gallon. There it sat until it more than doubled under Ronnie Reagan (Republican)(to 9 cents), and then it went up 5 cents - 57% - under GHWB (Republican), and then went up 4.3 cents - 30% - under Clinton (Democrat).

Since I am not a mind reader, I have no idea what Mr. Kratovil thinks is the right level of gas tax.
And since I am not a one issue voter, I would support Mr. Kratovil even if he called for the suspension of the gas tax, and if I were to bump into him on the street I would tell him that I thought his position was wrong. Even Willie Mays dropped a fly ball now and then.
As to whether I think the highway taxes are at the right level, my guess is that if you weren't moaning about them a year ago they are probably at the right level, although the conditions of many of our roads and highways might offer an alternative point of view.
And hells bells, just a couple of short years ago the federal gas tax was around 20% of the price of a gallon of gas, while it is now 5%. Quit your crying.
Where Does JL Want Kratovil To Stand On Gas Taxes...
JL, tell us all, if you're against removing the taxes on a gallon of gas (temporarily or permanently), do you think they're at the right level? Do you think Frank Kratovil thinks they're at the right level? Are they too high? Are they too low?
Would you support Frank Kratovil if he decided that the federal gas taxes ought to be lowered? Or would you still think that it was a hare-brained gimmick? How much could he lower them without it being gimmickry?
If you think gas taxes are just right, why? What would you say if Frank Kratovil said, as his Democratic colleagues in Virginia have, that they ought to be raised? How much more is OK?
Do more? What does that mean?
I want my member of Congress to do what he can to shrink the size of the federal government. Frank Kratovil, with his connections to Steny Hoyer, will not do that - chairmanship or no chairmanship. He, his positions, and the positions of his party, all call for new government programs, whether they be regulatory programs or entitlement programs.
As it happens, the Sierra Club and the League of Conservation Voters are ALSO in the business of growing the size of government, either in grants to organizations that don't actually solve the problems they are supposedly addressing, or by creating new rules for businesses and individuals to follow.
So, if Andy Harris only voted with these organizations 7% of the time, that means that he has a track record of not voting for things that will grow the size of government. That's all right by me.
Also, I heard Andy Harris speak at Washington College before the primary, and he was the ONLY candidate there who expressed any real understanding of the problems facing small businesses from federal rules and regulations.
I want someone who is going to stand in opposition to increasing government mandates - even as only one lowly freshman Republican, Andy Harris can do just that.
(And if we're comparing ratings, Harris consistently has gotten high marks from the National Federation of Independent Businesses, the nation's largest and most-respected small business association)

Harris will help the district in the Congress as much as he helps his district in the State Senate, which is to say he's got a big mouth but gets nothing accomplished.
Preston's sound bites might sound good to those of his ilk, but they do not reflect reality. It is the typical Fox news lead... "Some people say...blah blah blah," without naming the "some people" or the specifics. The reality on the environment is that the League of Conservation Voters have AH down at around a 7% rating (that's 7 out of 100, not 7 out of 10), and the Sierra Club endorsed Mr. Kratovil.
The Dem he mentioned as favoring the ridiculous gas tax holiday 1) is not an economist and 2) lost. It was seen by most of the population as the gimmick it is, a classic election time pander.
Basic economics? Maybe you should not have stopped at Econ 101.
On Iraq, even the Iraqis want us out. Whether there is a timetable or not, we never belonged there, and all the President did was set up a fertile recruiting ground for more America-haters. Nothing like fostering good will than dropping bombs and killing civilian targets. Collateral damage that will take decades to deal with. That half trillion cesspool is one of the major reasons why oil is at $138 per barrel.
As far as fiscal responsibility, the Republicans left that at the feeding trough years ago. The party of "fiscal responsibility" has dramatically out-earmarked the Dems. The GOP stopped being the party of fiscal responsibility the minute Ronald Reagan took office, and they haven't tried to keep U.S. spending in line with U.S. income since.
Freshmen? We're talking about Freshmen!
Politics aside, lets not over blow the significance of a freshmen member of the US House, just because they might be from our backyard. Both of these guys would wind up on the fifth floor of the Cannon Office Building, a veritable desert in the panoply of House office space, and more importantly, Congressional significance. They would be one vote amongst 435, a peep in a sea of peeps, some louder than others. So who would become the loudest peep quickest? Undeniably, Frank Kratovil.
Kratovil would be considered a rising star in Congress, a young, intelligent fellow who just happens to have healthy connections to the Majority Leader, not a bad gig if you can find it. Andy Harris, if elected, might be one of a few Republicans that actually won a close race, a member of a minority that is becoming more of a minority with every election.
The question becomes what can my Member of Congress do for the region, for the district? As a new member of a dwindling minority, Andy Harris won’t be able to accomplish much. His party will be out of Congress and out of the White House. Kratovil, however, will be well placed to eventually chair a Subcommittee and really accomplish some things for the District.
With his marginal impact in the House keenly felt, you can bet Andy Harris would have his eye on the Governor’s race, or a potential bout for a highly coveted Senate seat. Those are races Harris would inevitably lose, but that won’t keep him from throwing his hat in the ring. So Andy Harris gets the district nothing but an ambitious ideologue, while Frank Kratovil, an ambitious ideologue, could potentially have the power to help the district.

Some thoughts...
1. George W. Bush OPPOSED Andy Harris in the primary. In fact members of the Gilchrest staff, whom Bush endorsed, are now working hard for Kratovil. Also, Frank is working very hard for Gilchrest's endorsement. If anything, I would say Kratovil is more connected to Bush than Harris.
2. Kratovil moved 15 miles? I think it is almost 15 miles from Centreville to the bridge. Don't exaggerate for the purpose of exaggeration.
3. This is nothing more than a proxy election. Those that want to see Bob Ehrlich come back in 2010, vote Harris. Those that want to see Martin O'Malley get re-elected, vote Kratovil. It's pretty simple.

Let's Take These Points One-By-One
1) Environment - Actually, if you talk to some of the environmental activists from Queen Anne's County (which is the only place that Frank Kratovil has developed an environmental record), they'll tell you that his performance has been less than stellar. In a number of instances, he's sat on his hands and been less-than-vigorous in prosecuting environmental crimes. You say he understands the needs of the bay? Based on what? His rhetoric and promises? He's had opportunities to protect the Chesapeake Watershed directly, and has turned his back on it!
2) Gas Prices - Funny, at least one major Democrat used the gas tax moratorium as a possibility in her Presidential big, and I find it interesting that Frank Kratovil's Democrat colleagues down in Virginia want to exacerbate gas prices by RAISING gas taxes. But isn't it interesting that even when gas prices are REALLY hurting people, Democrats don't want to consider lowering them.
As for gasoline blends, clearly JL doesn't understand economies of scale. The cleaner/higher octane level of the blend is but one factor - the fact that one has to make dozens of different blends for a marketplace has a crippling impact on the ability to shift supplies to meet demand. Let's say you're making different blends of gas for 4 different cities: A, B, C, and D. You have 4 separate facilities making this gas, each producing output to meet demand for each city. But City B demands half as much gasoline as City D - you can't reset the facility with any ease to make up for D's demand or B's relative idleness. So prices shoot up for D's gasolines because of supply scarcities.
The answer is to cut those blends down so that B and D use the same blend, and B's plant can use that added productivity time to increase supply.
Increase supply, price drops. Basic economics.
As to petroleum supplies in the United States, your knowledge of such information is woefully inadequate. There are potentially 2 TRILLION barrels of oil shale oil in the United States, and billions of barrels of oil in the OCS and ANWR.
And if we don't go after the oil in the OCS, the Chinese and Indians will. Who would you rather have engaging in drilling in the OCS, even from a mere environmental standpoint? US Companies, who are bound by US Law?
Iraq - Funny how the Democrats want to give a date certain to the insurgents in Iraq as to when the US is going to leave. Andy Harris has military experience, Frank Kratovil has none. Who is better prepared to make a judgment as to such things?
Carpetbagging - You said it yourself - Frank Kratovil moved here for the "opportunity for more control" of a political office, more control than he would have had had he stayed in PG county. That's the very definition of opportunistic.
Andy Harris moved here from NY to go to Med School. He decided to stay. It is the height of partisan lunacy to compare the two.
Oh, and Wayne Gilchrest was from New Jersey, originally. And a number of his predecessors were not Eastern Shore natives (Rogers Morton, for instance).
Ability to Work Well With Others - Please explain just how Frank Kratovil, whom Steny Hoyer has known since he was a boy, will be anything but a useful tool of the Pelosi machine? Heath Shuler, who is the most conservative Democrat in the House, votes with Pelosi 80% of the time. You think Steny Hoyer will let Kratovil vote with the Democrats any less than that? Someone who votes with Nancy Pelosi better than 80% of the time is NOT a moderate.
As for whether or not Frank Kratovil is decent or honorable - are you now questioning Andy Harris' integrity??!! On what basis?
For me, I think the candidates are on the same, human-based threshold when it comes to their levels of integrity. OTH, I also know that elections have consequences, and I want someone making the trip to DC who is going to do what he can to not expand the power of government--whether it's reducing taxes (and ensuring that my taxes aren't going to be raised), reducing spending, freeing the shackles of government from around small business' ankles, etc.
And the anti-tax, anti-spending, pro-small business wing of the Republican Party is far from dying. God help the United States if it does.

Environment - Andy Harris has one of the absolute worst records on environmental issues in the Maryland State Senate during his tenure. Kratovil fully understands the importance of the bay and the need to find solutions to upstream pollutants coming from other states. He also understands the special balance between the environment and the needs of the Maryland agricultural community. The closest Harris comes to understanding agriculture is when he buys his apricots at Wegman's.
Gas prices - have you read Harris' prescription for high gas prices? A gas tax moratorium? Gimme a break. There is not an economist around who would even hint that that could make a difference. Cut the number of blends? You would end up defaulting to the cleanest blends in order to not fun afoul of emission restrictions, and that would end up raising gas prices in Maryland. Drilling in ANWR or off the coast of Maryland? U.S. reserves are a pimple on a gnat's ass of total world production. We could double US output and it will have no impact on gas prices, and it would be a minimum of 5 years before any production came on line.
Iraq - Even the Iraq government want to set a timetable to get rid of us, This is the sovereign government that Bush created, and even they know we are screwing up their country. Now that they rolled over and gave the oil fields back to big oil, they are ready to get our troops out so they can cozy up to Iran. Mission accomplished.
Opportunistic carpetbagger? - Kratovil moved 15 miles to raise his kids and have the opportunity for more control of a State's Attorney's office than he would have in PG County. Andy Harris moved here from NY. "nuff said.
Ability to work well with others - Harris has proven with his voting record that he has no idea what it means to work across the aisle. He is 0 for 30 over the past three years in getting legislation that he sponsored into law, and is 32 for 136 on bills he has co-sponsored. He is a right wing tool in the Tom DeLay mode, and this country and especially this district needs him in DC like we need another Bush in the White House.
Frank Kratovil is a decent and honorable man, and the three of you are a part of a dying wing of the Republican party. The sooner the GOP sheds the likes of you and Andy Harris the better off this nation will be.

As others have said right here on these pages, Frank Kratovil is a democrat in the mold of Hoyer, Van Hollen, and, by extension, Pelosi and the Democrat establishment.
Hoyer has said it himself: he's known Frank Kratovil since he was a boy. Why? Because Frank Kratovil is part of the Prince George's Democrat machine, groomed to run for office by Maryland's libertal Democrats. When there wasn't room for him in PG County, Machine leaders like Hoyer sent him eastbound, over to us on the shore.
