Andrew LangerThe John McCain 2008 presidential campaign will be adding Andrew Langer to its list of volunteer staff. Langer will be coordinating Maryland's eastern shore efforts, though the campaign has not given him an official title as of yet.
Langer is the president of the Institute for Liberty and worked for the National Federation of Independent Business. He worked on former New York City Mayor Rudy Giuliani's presidential campaign during the Republican primary and wrote Giuliani's small business policy.
In an interview with PolitickerMD.com, Langer, who hasn't begun working with the campaign, said that "talking about Senator McCain's story" would play a key role in selling McCain to voters in a state that widely trends Democrat. He also expressed the importance of deciphering "what change means to Barack Obama and what change means to Senator McCain."
Langer explained that part of his job will involve getting Republican Party leaders together to "strengthen and grow the apparatus," and "making the equation" between Gov. Martin O'Malley (D-Baltimore) and Obama. Langer explained that comparing "O'Malley's tax hikes" with Obama's policies would play a key role in the get-out-the-vote effort.
State GOP Executive Director Justin Ready told PolitickerMD.com that he supported the McCain campaign's decision to bring Langer on board. In a state that many observers call inevitably blue, Ready said Langer "can really appeal to a wide swath of Marylanders."

If people on the Shore
If people on the Shore didn't like Martin O'Malley's massive tax hikes then they won't go for his mini-me, Frank Kratovil, or for a President whose spending proposals allude to tax hikes. Seems like Langer has pretty smooth sailing in front of him.

Frank Kratovil left PG county because he knew he couldn't run for office here. All of us in PG County know it, the PG Democratic Party knows is, and, frankly, we're all happy about it.
The only think Frank Kratovil cares about is moving ever-higher on the ladder of elective office, and he was told that Queen Anne's County would be the place to go.
I Think I'd Rather Have...
If I were the McCain campaign, I'd be pleased as punch to have folks like Andrew Langer in senior positions on my campaign.
I'd rather have one guy like him in my corner than a hundred of the Moonyene Jackson-Amis who are working for Obama here on the Eastern Shore.

The Property Rights View
Having read much of the work on the role of private property rights in protecting the environment, and having been an avid admirer of the work of a number of organizations Mr. Langer has worked for or been allied with in the past (CEI, Cato, Reason, PERC, Pacific Research, etc), I'd probably say that he ascribes to the work of people like RJ Smith, Michael DeAlessi, Dr. Robert Nelson (of the University of Maryland) and a host of other people who have been able to apply these jeffersonain principles to these problems.
Besides the fact that communitarian solutions to these problems are enormously costly, convoluted and complex, they generally don't get us where we need go in terms of actually solving the problems they were designed to address. Generally, because the conditions that are imposed are punitive and create great disincentives.
The Endangered Species Act is but one example that I've read about from some of Mr. Langer's colleagues - RJ Smith, for instance, speaks a great deal of how using property rights can actually help promote species recovery. Michael DeAlessi talks about the role of property rights in bringing back fisheries, something that we could desperately use here.
At the same time, we have to realize that property rights are at the bedrock of a free, civil and prosperous society. Don't take my word for it, or Mr. Langer's. Take a look at the work of Dr. Richard Pipes, who was one of Ronald Reagan's soviet strategy architects. Or if you don't want an American viewpoint, look at Hernando DeSoto from Peru.
The rules on private property rights were laid out by the founding fathers for a good reason - they recognized that without those rights, or that by shortchanging those rights, we would all wind up less free.
I want to see the Chesapeake saved, but I know that we need to look at the real problem, which is largely due to industrial pollution from Pennsylvania from facilities along the Susquehanna. We do something to sharply curtail the runoff from entering the bay at the north end, and we'll go a long way towards solving those problems.
In the interim, if there are people who want restrictions placed along buffer zones along the bay, then perhaps these individuals ought to find a way to work cooperatively with the landowners, to find a way to incentivize the buffer program, or to pay these landowners for the loss of their property, as the constitution demands.
I Don't Think You've Met The Andrew Langer I've Met...
I'm kind of amazed by some of the comments that I've seen here, because the anti-Langer comments seem to me sound like they're coming from people who've never met him.
I was lucky enough to be sitting in the audience of a speech Andrew gave in Easton back in early 2005. I thought it was an amazing speech. He's a passionate, fun, and funny guy who really tries to engage his audience in what can be really dry and uninteresting subject matters.
I've found him to be an engaging, agreeable, and thoughtful young man, someone who works to bring people together to make positive change, while at the same time someone who wants to fight hard to protect things like individual rights and the interests of small business owners.
Now, Immoderate and Eastern Shore (whom I suspect are the same person), where have you ever met Andrew Langer? Have you ever had a face-to-face conversation with him? In what circumstances? What has given you the impression that he is merely a "hack" (whatever that means)? What makes you think that he isn't either a McCain or a Giuliani sort of guy? How would you know?
Clearly, both the McCain and Giuliani camps think enough of him, his views, and his background and experience to have placed an incredible amount of confidence in him.
By the way, Eastern Shore, Frank Kratovil isn't an Eastern Shore native, or even someone who represents the values of the Eastern Shore. Neither was Wayne Gilchrest, for that matter. And as much as Frank Kratovil might want to fool you into believing that he's going to be a "maverick" like either Gilchrest or McCain, the reality is he cannot possibly be one.
Someone who is going to vote with the Democratic leadership as much as Frank Kratovil will have to isn't a conservative, and he isn't even a moderate.
So why don't you share with us a little bit of your real experience with Andrew Langer? Why do you think he has more in common with Sam Brownback than Rudy Giuliani? And just what's wrong with Grover Norquist?
I don’t have anything
I don’t have anything personal against Mr. Langer, Andy Harris, or anyone else involved in politics; its simply a difference of opinion, another way of reaching what I hope are the same goals: a better America, and a better Maryland.
After taking Immoderate’s advice and Googling Andrew Langer, I find that I disagree with Langer because of his belief that private property rights are the Holy Grail, and that all progressive ideas should either live or die based on their impact on those private property rights.
Smart growth policies that encourage growth at a scale and pace best suited for the community, not just for a few landowners, would have Langer tied in knots. Requirements for riparian buffers, runoff, and living shorelines represent policies that help the Chesapeake immeasurably, but I’d bet Langer would fight them as an attack on the natural rights of landowners.
Langer’s belief in the religion of private property is anti-community; it is every man for himself taken to its logical extreme. How can we solve communal problems, like the health of the Bay, with every individual acting on their own behalf?
I think it is also interesting to note that everyone acting in their own best interests without care for the good of the group is the antithesis of true conservatism.

Who gets to say what is an Eastern Shoreman and what isn't? The saying used to be, "You're not a native unless you've been here for many generations" By those standards, there are very few natives and a lot of people claiming to be real Eastern Shore natives when they have just a few more years than the next guy. What difference does it make that Andrew (or anyone else) had the "misfortune" of not being born on the Eastern Shore or even lacked the "brilliance" of having the idea of moving here sooner? But that's really not the point of this posting. Andrew has a lot of experience in the national arena - McCain is running for the highest national office. It's easy to sit back and complain. Andrew is going to be putting his time and effort into helping get out the McCain message throughout the Eastern Shore. I applaud the McCain campaign's decision and I wish Andrew good luck in that effort.

Frank Kratovil, while not an Eastern Shore native, as defined by being born on the Shore, is still closer to being a Shore native than Andy Harris. Up until Dr. Harris decided to run for Congress, the Eastern Shore was nothing more than the land that happened to surround Route 50. It was the corn and beans he swiftly passed by on his way to St. Michaels or Ocean City. Frank Kratovil works, lives, and plays in Queen Anne’s County; he is raising a family in Queen Anne’s county; Andy Harris just wants the Shore’s votes.

The Eastern Shore is
The Eastern Shore is changing. What was once a proudly rural place is turning into a bedroom community for people like Andrew Langer, who want to bring their politics to our peninsula. In a place where preserving our rural character is important, and conserving our natural resources is critical, a fellow like Andrew can be on finding plenty of people who disagree with him, both in his party and outside of his party. Wayne Gilchrest was an Eastern Shore Republican. If Andy Harris loses the First, he'll have the Shore to thank. And if John McCain wins Delmarva, it will be in spite of people like Andrew.
The Eastern Shore doesn't need out of towners telling us what to do. Elect Frank Kratovil, and keep Andy Harris on the Western Shore.
Appeal to a wide swath of voters?
Yes, indeed; Andrew Langer can certainly do that. The only problem here, well strike that, there are lots of problems with this selection...one of the biggest problems here, is that Langer is a partisan hack. In a state as blue as Maryland, a Republican partisan hack will make about as much progress as the proverbial molasses in January.
Langer is not a McCain type of guy, and interestingly enough, he isn't a Giuliani kind of guy either; he is a Grover Norquist kind of guy, a Sam Brownback kind of guy. In short, he's a conservative who hasn't read the books. Instead, he just recites the party rhetoric as soon as it arrives in his inbox.
The other McCain apparatus in Maryland (the ones who have been there all along) aren't partisan hacks, they tend to mirror the moderate and maverick views of their candidate. It is those views that will lead to any gains McCain may make in this bluest of blue states, and it is the views of folks like Langer, a carpet-bagging Eastern Shore wannabe, that will keep Maryland Republicans in the wilderness for years to come.

Obama created the "change" message. Republicans can't do this effectively after 8 years of G.W. To keep using Obama's talking points and remain defensive shows that the McCain campaign is hurting IMO.
